Surplus and underutilised land assessment
A parcel-by-parcel reading of what your holdings can carry under the Planning & Design Code, what the market would reward, and what each option returns — so divestment, development and retention are compared on the same basis.
Approval pathway and timing risk
Which assessment pathway a site falls into, which referrals it triggers, and what that means for programme. Timing risk is the single largest uncontrolled variable in a social and affordable housing programme, and it is knowable in advance.
Owner-side development management
Consultant coordination, approvals, builder tender, contract pathway, cost control, variations and handover — managed under our SAFE framework, with the owner approving every appointment.
Approval benchmarking

The Evidence Base
Cyberate PM contributed Chapter 2 of the Australian Residential Construction Institute's Australia Housing Market White Paper 2026 — an analysis of more than 20,000 residential subdivision consent applications lodged through PlanSA between January 2022 and June 2025, proportionally sampled across all 18 Adelaide metropolitan councils. The underlying paper received the Best Paper Award at the 48th AUBEA International Conference.
