Traditional Pain Point
Clients often do not know what can be developed, what risks exist, or whether the opportunity is worth pursuing.
Development Management Framework | Cyberate PM
A practical framework for managing property development from feasibility to exit.
Property development is complex. Fragmented consultants and manual processes lead to costly mistakes. The SAFE model was built to solve this.
Planning, design, cost and delivery choices can drift apart when no one manages them as one pathway.
Applications and delivery slow down when owners, consultants and contractors do not know who decides the next step.
A decision is only useful when its source, assumptions, limitations and responsible person are visible.
Clients often do not know what can be developed, what risks exist, or whether the opportunity is worth pursuing.
We define the development pathway, feasibility assumptions and key decision points before serious capital is committed.
We manage this stage from the owner side, keeping decisions, consultants, approvals, costs and next steps connected. In-house and external options are compared to the same brief, with related-party involvement disclosed.
Operational risk control protocols applied across the full property development cycle.

SAFE connects feasibility, approvals, delivery control and exit planning, with clear decisions and accountability at every stage.
Scout™ is an internal platform our team uses to organise the market and planning signals behind a site assessment — zoning overlays, infrastructure pipelines, council approval histories, demographic shifts and off-market deal flow. We run it to support Highest and Best Use (HBU) analysis, static feasibility screening and residual land value modelling before capital is committed. It is a working tool for our own analysis, not a product clients buy or log into.
Shield™ is an internal governance and risk tool our team uses on live engagements — checking planning risk against DA histories, council sensitivity, heritage overlays and contamination registers during Strategy & Approvals, then tracking budget, variations and progress claims through construction. It helps us surface cost and timeline pressure before it lands. It is a working tool, not something we sell separately.
Yield™ is an internal tool our team uses to keep every decision oriented toward exit value — value engineering during design, pre-sales and marketing coordination during construction, and defect and settlement support at handover. It is our way of making sure a project does not give back at the exit what it earned along the way — an internal discipline, not a client-facing product.
Delivery Discipline
Proving a project three ways is the start. These are the three mechanisms that hold it to that verdict through design, construction and sale.
Our own building company and independent builders both price and critique the scheme while it can still change. A detail that builds badly or blows the cost line dies on paper — so no builder at tender finds a problem, and no variation is waiting on site.
KEEPS TRUE: 02 BUILDABLEOnce construction starts we sit as superintendent for you: inspecting the work against the approved drawings and the standards, certifying progress claims under AS4000/AS4902 governance — whoever the builder is, the build stays what was approved.
KEEPS TRUE: 01 APPROVABLE · 02 BUILDABLEFor every district we rate the local agents on what they actually settle — scored separately for completed homes and off-the-plan sales. The project goes to the agent and the sales method the numbers pick, not the loudest pitch.
KEEPS TRUE: 03 BANKABLEStart with a development conversation so we can understand your site, goals and next decision.
