Modular changes the sequence, not the scope — the site work runs in parallel with production instead of after it, the approval documentation has to satisfy council in a different way, and the finance has to be structured before the factory starts.
That parallel track is a specialist discipline, and it is where a growing share of our work now sits.

CPM uses structured frameworks, data tools and an established consultant network to support decisions. These tools sit behind the service, not in front of the client problem.
Our SAFE framework helps organise decisions across strategy, approvals, delivery flow and exit planning.
Internal tools support feasibility checks, risk identification and project assumptions, while the final advice remains practical and client-facing.
A 1-into-2 subdivision and a 12-townhouse site need different teams at different fee levels. We hold a working bench of planners, architects, surveyors, civil and structural engineers across both ends of that range and match the team to the job — so you are not paying apartment-scale consultant fees on a two-lot split.
The Evidence Base
Cyberate PM contributed to Chapter 2 of RESI’s Australia Housing Market White Paper, which analysed more than 20,000 planning consent applications to identify what actually decides how long an approval takes. It is the same evidence we manage your application against.
Residential subdivision consent applications lodged through PlanSA between January 2022 and June 2025.
Proportionally sampled across all 18 metropolitan councils, so council-level variation is measurable.
The council decision itself takes only 30–60 business days of that; conditions, works and title clearances take the rest. Sequenced in parallel, a division lands at the short end. Range per Land Services SA and SA industry guidance.
